CHALLENGES OF PMAY AND WAY FORWARD

  1. PMAY is an excellent scheme for the needy and the poor. It completes their dream of a solid shelter. But there are various challenges facing this scheme. Here, I am discussing some of them and the way forward.
  2.  There is very less active participation received from private real estate firms.
  3.  The implementation of the scheme has become slow due to varied reasons. The prominent reason amongst them is that there is very high dependence on the private sector for the development of the project, but due to fewer incentives, etc., these private players do not show any interest.
  4. For the success of this scheme, the participation of state-local bodies is of utmost importance. Some of the states have shown less participation and disinterest. Because of all this, the pace of PMAY has not reached the expected level.
  5. Apart from the participation problems, there are problems arising from the unattainability of land. To build houses suitable land is required. Sometimes, the land is unavailable at the desired place and sometimes attainable.
  6. Construction cost is another problem. Construction materials of different kinds are required to build houses, and to build them at economical cost bulk sourcing of material is required. We are lacking and lagging in bulk sourcing.
  7. The structuring of land ownership records in India is not up to the mark. To avail of interest subsidy, one needs to have ownership records or title, but due to the unstructured records of land ownership, it becomes a hindrance in the procurement of homes.
  8. For raising more funds, assistance from the banks and NBFCs is required. But sometimes they show reluctance in providing timely assistance. This becomes a hindrance to speedy growth.
  9. Even after the announcement of the policy and the help from the central government, implementation of this scheme has not even started in some of the states like UP and Haryana. Union territories and the seven sisters of India are also facing the same problem.

What is the way ahead?

  1. PPP (Public-Private Partnership) model needs to be made robust.
  2. To make financing easier in long term, the real estate industry must be given infrastructure status by the government.
  3. The GST must stand for 6% for all types of housing constructions.
  4. Instead of making Pucca houses, the government must focus on building apartments.
  5. The system for clearance of funds and permissions must be aligned in such a way that the time for it reduces to a much lower level than what it is right now.
  6. A central database must be created to avoid multiple benefits reaching the same individual.
  7. Updating process for the property records must be digitized.
  8. Grants or incentives must be provided to those who sell their land to build economical and cheaper houses for the poor.
  9. Awareness campaigns must be started.
  10.  Affordable land capturing should be done by selling unused land owned by the local government.
