PMAY HFA (URBAN) PROGRESS : FROM THEN TO NOW
PMAY stands for Pradhan Mantri Awas Yojana and HFA stands for ‘Housing for all. The launch date of this scheme can be traced back to June 2015.
PMAY HFA (Urban) is also known by the name PMAY U. U stands for Urban. This scheme targets the poor and needy people of the urban area only.
BUDGET ALLOCATED TO PMAY HFA (URBAN)
The total investment in PMAY HFA (Urban) till now is about 7.52 lakh crore rupees. From this, the total Central assistance is about 1.87 lakh crore. By the end of 2020, Nirmala Sitharaman (finance minister of India) raised the fund by Rs. 18,000 crores. The budget was increased to build about 18 lakh more new houses and demolish about 12 lakh houses that are in critical condition.
PROGRESS OF PMAY HFA(URBAN)In the initial phase of the scheme, there was a proposal forthe constructionof 60,000 homes in 6 states of India, namely – Rajasthan, Karnataka, Andhra Pradesh, Chattisgarh, and Himachal Pradesh. But, the scheme was again revised by the PMAY HFA(Urban).
More states and the number of construction houses were added to the list. Till, 2021, the total number of sanctioned houses was 114 lakh. By the end of 2021, the construction of 54.78 lakh houses was completed and they were also handed over to the beneficiaries. Around about 94 lakh houses were grounded for the construction of new houses.
The total number of towns included under the scheme –is 4,427
Till January 2018 – 8.5% of the planned houses constructed
By June 2019 – 31% of the planned houses constructed
The state which got the largest number of sanctioned homes (20,40in41) is Andhra Pradesh. The second in the race is Uttar Pradesh.
COMPONENTS OF PMAY HFA (URBAN)
1.
In-situ slum
redevelopment: - development of houses with basic
facilities for slum dwellers.
2.
Affordable Housing
through partnership: - Public-private partnership
model adopted for providing affordable houses to EWS. For the project with more
than 250 units, there will be government assistance.
3.
Beneficiary – led
individual house construction:- Financial
Assistance under certain conditions was given to the EWS category individuals.
4.
CLSS (Credit Linked
Subsidy Scheme) – Subsidy is given to the EWS and
LIG category individuals who are constructing houses for the first time. There is a fixed maximum
carpet area for which applicants can get a subsidy. For different categories,
the fixed carpet area is as such –
(a) EWS -30 sq.m.
(b) MIG 1 – 160 sq.m.
(c) MIG 2 – 200 sq.m
(d) LIG – 60 sq.m.
MAJOR SUPPORTING WORKS DONE UNDER PMAY HFA URBAN
Angikaar Campaign ( A door–to–door campaign for getting support for water conservation, solar panels, waste management, LPG connection, etc.)
Inculcation of Technology Sub-Mission:- Use of latest technologies for house construction
Social audit of PMAY projects – Direct feedback taken from beneficiaries and the lenders.
PMAY – U App – For tracking applications and uploading photos of completed projects.
Global Housing Technology Challenge: - For identifying the most innovative technologies for sustainable, disaster-proof, and eco-friendly house construction.
CLAP (CLSS Awas Portal) – Real-time environment framework construction for integrating all the stakeholders.
Housing for all.com - Projects with occupancy certificates were made available for all.
All India Online Home- buying festival – Festival to display homes to buyers to help them take the buying decisions quickly.
